Every state gets a grade. Every grade gets a path.
A-B States (DEFEND): Colorado (A, 16/18), Washington (A, 15/18), California (B, 14/18), Oregon (B, 14/18), Illinois (B, 14/18)
Your protections exist because people fought for them. Your job: testify FOR existing protections when they’re threatened. Mentor organizers in F states. Share what worked.
C-D States (PUSH): New Mexico (C, 10/18), Connecticut (C, 9/18), Maryland (C, 9/18), New Jersey (D, 7/18), Massachusetts (D, 7/18), New York (D, 6/18)
You’re close. Identify which standards score 0 – that’s where to push. Find the bill. Contact the rep. Testify.
F States, No Mandate (BUILD): 8 states
Your state hasn’t mandated cooperation – it just hasn’t limited it. Start with Standard 4 (“state doesn’t pay for federal enforcement”) – fiscal arguments cross partisan lines. FOIA your county’s 287(g) costs. Find one state champion.
F States, Mandate (FIGHT): 26 states including TX (SB4), FL (SB168)
Your state requires cooperation by law. The mandate must be repealed or challenged. Build the fiscal case. Target competitive districts. Use courts. Play the long game.
